SANDAG – Midcoast Trolley Expansion – Midcoast and Lossan Corridor

Project Synopsis
CPM Partners provided a wide breadth of construction management support for SANDAG’s Mid-Coast Transit Corridor Program.
The Mid-Coast Corridor Transit Project extended the Trolley Blue Line service from the Santa Fe Depot in Downtown San Diego north to the University City community, serving major activity centers such as Old Town, the University of California, San Diego (UCSD), and Westfield UTC.

The Trolley extension route begins just north of the Old Town Transit Center and travels in existing railroad right-of-way and alongside Interstate 5 to serve UCSD and University City. The 11-mile (3.3 miles of elevated viaduct) extension will serve nine new stations: Tecolote Road, Clairemont Drive, Balboa Avenue, Nobel Drive, VA Medical Center, Pepper Canyon (serving UCSD west campus), Voigt Drive (serving UCSD east campus), Executive Drive, and the terminus station at the Westfield UTC transit center.

The program also included two LOSSAN projects; the San Diego River Double Track (SDRDT) project and the Elvira to Morena Double Track (EMDT) project. The SDRDT involved the addition of 0.9 miles of second main track between CP Tecolote and CP Friar. The project included double tracking across the San Diego River with a new double track bridge, construction of associated site improvements, and signal modifications. The EMDT project added a 2.6-mile second main track from State Route 52 to just south of Balboa Avenue. The project included replacement of three existing single-track bridges with new bridges to accommodate double track operations, signal improvements, and ancillary utility and drainage improvements.

Services Provided
CPM Partners services included construction management services, environmental monitoring, railroad coordination services, SWPPP inspection, office engineering and administrative support.
