San Diego Unified School District – Normal Heights School Chiller

Project Synopsis
CPM Partners, assisted the general contractor, PWC, with scheduling and construction claims support services for the New Chiller Plant at Normal
Heights Elementary School project in San Diego, California.

This project included construction of a new chiller plant, integral above and below ground mechanical piping, electrical upgrades, and HVAC modifications to the existing facility. This new chiller involved demolition of the existing concrete flatwork, structural foundation work, utility relocations, and chiller coil replacements in a confined work environment.

Services Provided
CPM Partners services included Critical Path Method (CPM) scheduling, proactive claims management, time extension request preparation, claims support, and dispute resolution assistance.

As the schedule and real-time claims consultant, CPM Partners was able to best position the Contactor for recovering compensable delay damages due to design conflicts, owner changes, and third-party disruptions. Our active role throughout the construction process allowed the Contractor to
establish credibility early and demonstrate impact using contemporaneous project documentation.
